This number called me twice and left a voice mail with a lot of deep breathing

Has called me over 10 times. No talking

Called once and I missed the call. The party called back less than a minute later but all I heard was background noise

Called me and said, " Hellooo" and end the call.

Keep getting phone numbers such as this one calling and then hang up. Feels like a foreign who's trying to steal from Americans.
