On an Android smartphone you can use call control to block calls and texts from any number. I have used it for over 6 months and it works!
Just google "Call Control" or look for it in an apps list. Free version available, but the low cost pro is much better.

My goal is to keep them on the line for as long as possible. I figure the more time I burn the more it costs them to call me and then maybe they will leave me alone.
I routinely order several thousand Viagra for my fictional "Escort Service". Try to get them to discuss which would be better for a business like mine, Cialis or Viagra. Alternately, I try to get them to sell me the recently approved in California Glaucoma medicine. They get confused and sometimes will put their supervisor on the line to help me.
I figure if they get irritated enough at me they may eventually stop calling. It seems to have worked as this was the first call in several months where before it was a weekly irritant.
Sometimes if I recognize the number I answer "Silo 17, please state the launch code..." or "xxx city 911 service, please state your emergency..." then go on to harass them for calling a federal government phone until they hang up on me
