It's some fast talking idiot, asking for "the person who pays the electric bill in the house".

This number has called me twice today-I didn't pick up either time but it must be a telemarketer.  This time it was 8:30pm!

Didn't answer, thought it was an ex. apparently it's just a telemarketer anyway.
