Multiple calls. Never a message.Very annoying

Recording (attempting to sound like a real person) soliciting donations for Texas Coalition for Police something or other.

Received the call on my cell phone - didn't answer and they didn't leave a message.  I called the number back from a business landline and immediately the call is answered "Hello this is Ray.  Thanks for calling back, how are you today?"  **Silence for about 10 seconds** Then "Ray" speaks and says, "OK, goodbye".  I called the number back a couple of times, just to be annoying.  Blocked the number from my cell.  Oh, I called back a 4th time and there was a recording that said "all of our operators are busy".  I guess "Ray" is out to lunch.  HAHAHA.

Ditto what "Nobody" said.    They called Monday. Didnt leave a message.  I called them back

Its for some Law Enforcement Officers Association.  The man's name he said is Ray.
