Who called from 8183389691

I keep getting these calls!  No answer and they call all times of day and night

I've received four calls just this afternoon alone. When I answer, they hang up. When I call them, the number sounds like its disconnected. Is there a way to block them? I am on the DO NOT CALL LIST.

This number has called my cell phone multiple times. Answered it a few times, but got no response, so no  longer answer it.

they have called probably 10 times today and when i call back i get a busy signal i will answer the next one to see if they hang up or dont say anything like these other people say. very very annoying.
