In other words, they are a survey organization.

This post has two parts.  The =second= is for people who are interested in the realities of the Do Not Call list.  The =first= is for people who have difficulty understanding long explanations, but think the DNC list does not work.

1)
The DNC list is not a magic switch attached to your phone line, that will block calls.

The DNC list is intended to help stop calls originating from legitimate telemarketers.
* Your calls were not from legitimate telemarketers.
* Therefore, the DNC list will not stop those calls.

2)
The DNC list does not automatically block calls.  Instead, it provides a list of  "do not call" phone numbers to legitimate, registered telemarketers who pay a fee for the list.

The DNC list exempts political callers, survey organizations,  charities, and companies with preexisting business relationships, as well as debt collectors, but these organizations might have their own, internal Do Not Call list (ask them).

The DNC list is not effective against criminals, spammers and scammers, because those people do not subscribe to the DNC list, and do not care if you are on or off that list.
Its purpose is to stop calls from legitimate telemarketers, and it does a pretty good job at that.  Just think ... if there were no DNC, you would be receiving incessant calls from BOTH legitimate and scam telemarketing callers!

Here is your reading assignment:
https://www.donotcall.gov/
http://www.ftc.gov/news-events/media-resource ... try/enforcement
http://www.ftc.gov/news-events/press-releases ... lemarketers-pay

Remember, the FCC's Do Not Call site is a good one to report unwanted calls from LEGITIMATE telemarketers.   To report spammers and scammers, visit the FTC site, at https://www.ftccomplaintassistant.gov/

If you receive calls even after reporting them (and waiting a sufficient time), then you should consider using a call blocker app, device or service as your first line of defense.  Google "call blocker" to see such things at Amazon or other sites.

Did the caller attempt to sell you anything or try to get your permission for a follow up sales call?
If the answer is no then there is no DNC violation.

Did the caller refuse to place you on their internal DNC list or hang up when you tried to request it?
If the answer is no then no TCPA violation took place.

Was the call an automated message that you had not given prior express permission to receive?
If the answer is no then no Robocall violation took place.

Was the call to a cellphone and not placed by a live agent?
If the answer was no then no autodialing law violation took place.

So unless at least one of those questions can be answered yes, there is no reportable violation.

I am glad to see that more members are taking an active role in attempting to explain why the DNC isn't working the way so many people believe it is supposed to.  It is unbelievable,   the number of those who think that the FTC/DNC  Registry is not only responsible for each and every phone call made in the world,  to each and every phone and cell phone in the world,   have the capabilities of know which calls each and every individual on the DNC List does or does not want,   and   the capability to block those calls with the push of a button as well as being responsible for everything from the Great Flood to a scorching case of Herpes.  All of this accomplished in a little corner,   of the FTC,    that does nothing more than collect,  produce,  and sell a list to those Honest Telemarketers who are Registered with the FTC and care enough to purchase and abide by the list.    Although we can post the function of the DNC on every thread on 800 notes,   10x over,   there will still be those who know differently because of what they've heard from someone else who has never gone to the FTC/DNC site and read about the function of the DNC.  History proves that anyone who already has their minds made up,   can be confused with facts.
Keep up the good work  Slim and the others who contribute.
