just don't answer any calls you don't recognize. that's what i do. if it's really important, and it rarely is, i find, then they will leave a message. if not, [***] them.

This is yet another of many criminal 'boiler rooms' in India robo-calling through the internet and showing a fake U.S. number and name. They are simply trying to scam people out of money (and put malicious software on their computer to extort further payments). They are not calling from New York, and it is not Kenneth Miller. It is someone in India that needed a job and is working for a criminal organization sitting at a computer with a head set and a 'script' while the computer calls U.S. numbers via internet. They do not work for Microsoft, and they have no idea whether you have a computer or not. This scam has been growing for years, and they manage to steal enough money to make this a lucrative business.
There is nothing that the U.S. government can do, except have the State Department complain to India. India will do nothing, and enjoys a bit of economic boost from the stolen money.
The phone company is required to put through all calls that appear legitimate to their system - and these voip calls appear legitimate.
They only way to change it is for Congress to authorize and direct the phone companies to seek ways to detect and block these calls - so write to your Senator and Representative and ask that they try to restore our privacy.
ID says "Miller Kenneth" and nobody on other end. If it's the your PC is infected jokers, I'm throwing them for a loop and tell them I'm running Windows 11.
