This is a company contracted to find people who skip out on paying their bills. They may not even be trying to contact you, it could be someone who may have lived at your address or had your phone number previously. I pay my bills so I typically answer the phone when these calls come through and try to be as helpful as I can for them. Usually if you answer the call and they tell you who they are looking for and you tell them they don't live there, they don't bother you anymore.
I was getting many calls at my new phone number for my husband's ex-wife. I was puzzled why they were calling MY NEW AND UNLISTED number looking for her when they explained that they get public records (phone numbers) for addresses associated with the person they are looking for and call them to get "leads" on the whereabouts of the person. It is called skip-tracing. I was MORE THAN HAPPY to give them the ex's correct address and number ;-)
