Who called from 8602106857

Thu 02/19/15 1143A PST:
Received phone call on my cell from 860-210-6857. When I answered there was silence; I hung up.

"Hello, this is Rachael from card holder services"
Spam! Do not pick up.

Called 2(x) one right after the other. Didn't answer and they left no message. Number will be blocked.

Received two calls this morning and do not leave a message.  Thanks to all for posting some info.  I never answer and numbers that I do not know

Called, no message. How are these types of numbers calling my cell phone if I'm on the "Do Not Call" list??
