Received a call out of the blue from this number.  Caller was claiming to be from the IRS.  He said his name was "Richard Davis," and he said that the IRS was coming after me for the tax years 2008-2012 for $1,089.   I made sure to take down his name and callback number because I was certain that this was a scam.  I politely told him "bye" and hung-up.  The callback number was 901-209-8513.  He also claimed that the IRS had mailed out a statement, and that we had already been given 52 days to respond.

Before even hanging up, I commented that the callback number was not toll-free.  Before we could make a call to confirm that this was a scam, "Mr. Davis" called back and this time talked to my husband.  "Mr. Davis" started to become verbally aggressive towards my husband, demanding to know why I had hung-up on him.  He said the following to my husband:  "I'm not just some fool who keeps calling you all the time!!"  He also mentioned the sheriff's department, though it was hard for my husband to understand what he was saying, probably because of all of the background conversations.  I'm guessing that this was the part where they threaten their victims with arrest if they don't cooperate.   My husband and I had to waste two hours of our day just to report this as a scam. I've been on the phone with the real IRS for over an hour to let them know that this is going on, so that they can take action to protect consumers and taxpayers.  Always check things out, don't take a caller at face value.  Trust, but verify.

Total scam.  Originates in either India or Pakistan.

IRS does not file lawsuits.   Court action, if any is handled by the DOJ and all parties are entitled to legal assistance if it is a criminal matter.  But--tax disputes are for the most part civil matters.  90% of all IRS tax disputes are settled administratively.  IRS has absolutely no authority to call on local law enforcement for anything. Local law is never involved in IRS tax disputes. It has no powers of arrest.    If LE is necessary, US Marshals do the job.  IRS does not cold call anyone and ask for money. IRS does not accept Green card money paks for payment in any case.  No one is prosecuted for ordinary tax disputes. IRS has absolutely no authority over anyone's professional license. Professional licensing is handled by state governments.  Yes, levies on property to satisfy an existing tax obligation do occur, but only after a very long period of negotiation. And yes, liens are placed on individuals but  usually after a lot of negotiation and a failure to reach a settlement.    All determinations of tax liability are subject to appeals.  All  contacts by the IRS are initiated by US mail.
