Answered but the person said nothing. I could hear their TV in the background. Then they hung up after I said hello 3 times.

Did not answer. Tried to call back. Said I dialed from a phone with restrictions or I dialed an unrechable number.

Told me he was calling from the Policemen's District from the County where I live to raise money for our children in the area for activities for less fortunate families. Printed out as a "Local Call"

I guess the no call list does not work.
