Checking with IRS reveals it is a scam. A report was filed under Resolve an Issue, Report Phishing. That website has good advice and warnings about such scams. Read it!

Voicemail message left that the call was from IRS with final official notice of a lawsuit to be filed, no names given,
and to immediately call their call center at 914-712-8293. When calling the number their is a brief silence then a busy signal.
