I called the number back with my caller ID hidden: lady picked up and said "good afternoon, Second Round".... I assume a debt collecter representing one of the 15-20 places I borrwed less than 300 from couple years before homelessness.
I didn't answer, but right after I hung up (almost immediately) I got a call from a blocked number. Is it possible they somehoe knew I called back, or employed some type of survailing tech to *69 a call that is blocked?

They are a collection agency that have purchased an account that you owe. They use legal language in an effort to intimidate you into calling them back. In all honesty, unless the debt is $5000 or more, they are not going to invest in pursuing you legally to repay the debt. However, they will attempt to intimidate you by saying things like a civil judgement has been ordered against you. If it were true, they could immediately garnish your wages or put a lein against your bank accounts. They must be able to present a copy of the original loan document or payment agreement with your signature to get a legal judgement. They normally don't have that because they purchased the account from the original business. IGNORE THEM!
