called cell. No message

Has continued to call and when I attempt
to return the call it comes up "not I  service"

Calls cellar couple of times daily for weeks. We never answer it, and there's never a message. Adding to Call Block.

This number calls the business everyday. I don't answer it and then when I call back it says "no longer in service"...how is that possible?
