Called and hung up on my cell before I could answer. Called back and was offered to be put on do not call list by pressing 1. No other explanation or information. I would suspect this is a trick to confirm your number to be sold later.

This call purports to be coming from "card member services" with regards to lowering the interest rate on your credit card. When you elect to speak to a rep, the rep does not know which card you are calling about. Seems to be a scam to gain your personal information.
The scam is not to get your info. They will get you a lower interest rate. BUT, there is an up front fee for that which they say can be paid over time from the savings you get from the lower rate. All the savings go to them until their fee is paid. Depending on the balance you are carrying, that could take a couple of years. So, who benefits - you? - or them?
