What gives you the idea these guys give two sh--s about any lists, and why would criminals care about any laws? Don't kid yourself thinking they care, or for that matter, even know such a thing exists. Try shutting down any answering device and wait it out. There's a good chance they'll tire calling numbers that have no kind of an answer. Any kind of an answer keeps them calling back.
Even though they are on my Extreme Call Blocker, which means, my phone hangs up on the first ring, they are still calling, after a couple of months. Don't take a hint, apparently. Their call will never go through. Either a rogue telemarketer or bill collector. In any case, they've got the wrong number, and they're barking up the wrong tree.
