Reporting these companies to the FCC will do little or nothing to stem the tide of their phone calls. The FCC merely collects complaints, and if they receive many reports regarding the same company they may begin an investigation, but they do not necessarily investigate every complaint they receive.
You need to instruct them in writing not to call you any more. Send the letter certified mail and get a return receipt. This will cost over $5 at the post office, but it's what you need to do to have your request documented. Then if they call you any more after the date they received the letter you can sue them. That's the only protection you're going to get.
Just remember that writing the letter or even suing them for bad practices does not make your debt go away, and if you sue them they are likely to countersue to collect the debt. While they cannot force you to pay (garnish your wages, etc), a court can. Before suing you should weigh all your options and make an informed decision, possibly with the help of an attorney.
