Just received a call from this number. Caller ID showed "DE Insurance". No message was left. I agree with what Oscar said about not answering the call or pressing a key. If you do that they may remove you from their list but now they know that your number reaches a live person and so they can now sell a phone list of verified live numbers, which will fetch a bigger price on the market. I think a lot of these callers are using robodialers that dial 5 numbers at a time and records the numbers that actually get to a live person.

Got a call at 2:54 9/11/12, did not answer it as I never answer such numbers and also did not receive a VM. I would love to change my number because I get so many of these types of calls. I also get about 5 calls a day from UNKNOWN. I just put out a bunch of resumes so I don't think that right now would be the best time to change my number, oh well. I will just screen all my calls for a while.
