DON"T EVEN ANSWER ANY OUT OF AREA CALLS.  IF IT"S IMPORTANT, THEY"LL LEAVE A MESSAGE.

Dave gives good advice:  Don't answer calls from unfamiliar numbers or area codes. Legit callers will leave a message, but unfortunately, spammers sometimes will, too.  

The DO NOT CALL system was rendered useless the moment it was decided not to enforce it.  No consequences = no impact.
