They don't have your phone number (as such), or that of anyone else; they use a robodialer that hits every possible number, though most of the fraudsters do listwash for numbers that are known to be businesses or government agencies - and lists of that type are readily purchased.  For any number that isn't known to be biz or government, it *could* be a live unlisted residential/personal number, so they pound on it.  And they don't maintain an internal DNC list (which they are theoretically required to) because, as you and others state correctly, they are not interested in complying with the law.

The proof that they're using a robodialer is in the fact that if you answer their call and talk to a live person after the message, they inevitably ask for your name and other identifying details - which they would already have if they were using an actual directory extract or valid listing database.

In theory, robodialers are also illegal - but like all of the other parts of the DNC rules, they don't care about that one bit.

And the reason that no enforcement is happening is also very simple:  The moneyed interests on K Street (the "lobbyists") have spent a lot of time - and a lot more cash - making sure that to the greatest extent possible, all governmental enforcement funds are allocated toward things that support the profit levels of the monied interests; drug laws (which increase the size of the populations in the highly profitable privately-operated prisons), anti-small-business laws (like the CPSIA, which effectively makes a fair-game target out of any small business that sells *anything* made for children, no matter how harmless or safe), and pro-big-business laws and regulations (like the current USDA regs which make being a medium-size farmer just about impossible).  Laws which merely protect the average Joe don't matter, and get no funds allocated unless somebody with a conscience in government wants to risk his or her career by bucking the guidance directives and going after the guys like these telemarketers.

Want this to change?  DEMAND CHANGE FROM YOUR CONGRESSPEOPLE.  But good luck getting them to listen - and good luck getting a new candidate to voe for who isn't wholly invested in supporting the monied interests.  (The so-called Tea Party people are generally even more corrupt than most, in my very direct experience.)

I have received numerous calls from 119713338934 or 1-971-333-8934 regarding lowering your credit card interest rate.  I have told this Company, which I add have numerous different phone numbers, they are calling a not call phone number, please remove it from their call list.  Ha-Ha it is like talking to the wall. When is our Government going to hire the unemployed , put them to work and stop this insane calls!  I have reported the different phone numbers without have this company stop calling. When asked what Company they represent they list all the credit cards names. Then they hang up when I say you have called a do not call phone number.

Three such calls rec'd today including one from this number.  It died in the answering machine each time but I sometimes mess with their heads by waiting until the person comes on the line and telling them straight-out "Can't wait to see you in handcuffs, a**hole."  Have gotten some funny responses to that; it still seems to be a bit unexpected.  One guy shouted at me.  Another with an Indian accent actually called me back to rant that such language was unnecessary.  I guess he can scam people all day long but they cannot call him names?  These people belong in jail, every one of them.

And what is it about Astoria, Oregon, anyway?  I'm waiting for the Wall Street Journal expose that explains that the offices above the storefronts are filled with minimum-wage call centers known to everyone in what cannot be more than a small city.  Who and what protects these criminal enterprises, anyway?  Who protects Windstream Corporation, which makes money knowingly leasing them their lines?  Whay politicians are on the take?

I just received a call from 971-333-8934.  I pressed "1" to talk to a customer service agent so I could asked to be taken off their call list.  I was very friendly, asked who I was speaking to "Joe, in Card Services" and when I said (nicely) "please take me off your call list" -- before I even finished he said "ah shut up!" and hung up.  These people should have legal action against them.
