The DNC doesn't cover charity, some survey or political anyway.  They can still get into trouble though if they do not place you on their internal DNC though.

And yes, they do enforce it.

Do consider maybe getting a call blocking device or phone.. You can google them and many are around $40.00 or less. If its a cell phone, some already have call blocking, if not, there are free apps on the web that will work for some. You can google this. If you have a smart phone, there is a free app called call control. Iphones appear to have apps also. Another one is called Mr. Number.

Someone with this number call all times of the day and night, week day or weekend! How can I get them to stop?

Call blocker might be of some help.  Also don't pick up on numbers you do not recognize, or where there are caller IDs that seem odd.  Or where there is no caller ID.
