call from this number, no message, did not call back. do not know anyone in Texas nope. spam!

Rang on my cell but stopped after one ring before I could answer.  Left no message.  Bad enough to get these calls on my landline but now on my cell too?!  Pain in the you know what.  There should be an enforceable law to stop and prevent these annoying calls.  I do appreciate this site and the people who take the time to post.  Thank you. The only reason I would answer is because I have an emergency alert button on my elderly Mom which is monitored by different call centers and I don't know what number it would come in on.  If I didn't have that concern I would never answer a call I didn't recognize.
