I broke in and asked her : "Since I am on the Do Not Call List this call is illegal, If your willing to do that what else is your company doing that is against the law and why would I want to have dealings with company that is willing to break the law? There was a moment of silence before she hung up. I have since blocked the number using the Android app "Truecaller"

Telemarketer. Don't answer this number, they try to spoof your number. Many times there won't be a sound from the other side: Hung up, then stop your phone app & start it again. If you get that number to call you again, stop your phone app, restart your phone (android) and block the number.
