The voice sounded robotic; might be artificial. Said she was Heather "Gray?" from the IRS and I do not recall the location that the caller ID noted for the phone's source. Same thing, call right away or something dire happens, presumably.
The message said her name was Heather Graham she was calling from the IRS and they were taking action against me if I did not return the phone call. The call was from Allen Texas.
IRS from the first phone call said I owed overy $3,000 from taxes. 2nd person said I owed over $4,000 for taxes. When they named the temporary address that I stayed at for 2 months I new it was a scam. I filed my taxes with a different address, then they threatened to cut off my bank accounts and put out a warrant.

IRS scam. Heather Graham states I must call within the time period or action will be taken. The voice sounds like an Indian woman but the voice is very slow, like a tape playing slow. It is definitely a recorded voice and a robo caller.
