I did not receive a call from this number but did receive an email with a copy of "Arrest#Warrat.PDF" attached. The email indicates the following:

This is to inform you, that you are going to be legally prosecuted in the Court House within a couple of days. Your SSN is put on hold by the US Federal Government, so before the case if filed we would like to notify you about this matter.
It seems apparent that you have chosen to ignore all our efforts to contact you in order to resolve your debt with the Bureau of Defaulters Agency. At this point you have made your intentions clear and have left us no choice but to protect our interest in this matter. Now this means a few things for you, if you are under any state probation or payroll we need you to inform your manager/Concerned HR department about what you have done in the past and what would be the consequences once the case has been downloaded and executed in your name.
Now, FTC is pressing charges against you regarding 3 serious allegation:

No where on the email or so called warrant does it specify my name (the warrant does have a case number but no other personal information). Has anyone else received this type of notifiaction?
There are no warrants. This is a scam originating in India and Pakistan, meant to scare you. They spoof local numbers. Read the other posts. Warrants are only issued by local judges. They are only issued to duly constituted officers of the law and are only served by duly constituted officers of the law. They are served in hand. They are only used in criminal cases. Legal documents are NEVER served by e-mail. Being in ordinary civil debt is NOT a crime and you cannot be arrested for it. We do not have debtors prisons in the US. Ignore these people and block their calls. The poorly written e-mails should be a dead giveaway of a scam. They are just mumbo-jumbo. You can check this out by simply going down to your local police or sheriff's department.
Total scam. Nothing to lose sleep over. Again, I advise you to read the other notes.
Call blocker might be of some help. Also don't pick up on numbers you do not recognize, or where there are caller IDs that seem odd. Or where there is no caller ID. Check your e-mail server to see if there is a way to block the e-mails. There’s no way to stop the calls or e-mails from being initiated.
