Who called from 2039835988

This scammer calls numbers on the national do not call list in violation of the Telephone Consumer Protection Act. They further violate the TCPA by failing to have an operator on the line when the call is answered, and still further by playing a recorded message without an operator on the line. When you do get to an operator, they refuse to provide a physical address and phone number when asked, still further violating the TCPA. Their scam recording states that this is the final offer, but the scammer will call again in as little as half an hour, but not more than a couple of weeks. Their recording states that the victim's accounts have been being monitored and that the victim has been found eligible for 0% interest on all credit card debt. This is clearly a scam, as the first question from the operator is the amount the victim owes on credit cards. Do not provide this scammer with any financial information.

Recorded message when I answered the phone.  First thing the recording said was "This is not a solicitation call."  Then it launched into how my Visa and Mastercards have been monitored for the past 6 months and I qualify for a 0% rate on all my cards.  No option to be removed from the list.  When I reached an operator, he told me that he could not remove me from the list and that it was not a solicitation call and was not covered under the Do Not Call Registry.  When I told him it was a solicitation call, he hung up on me.

Caller wants me to provide info about my credit cards so they can give me some deal on interest rates -- they say i "qualify" for this deal because of my payment history.  Why would i want to discuss my credit cards with a stranger?  This is a scam -- they don't know anything about me or my payments or even whether i have any credit cards.

Only one word; said "good-bye" and hung up.

I get calls two or three times a day from 203 983 5988 telling me that my lic are going to be suspended if I do not contact them.I hang up and the next day another call.
