Someone who is not too smart and can't tell an answering machine message from an actual person is doing the marketing here--they said HELLO in somewhat accented English in a rather annoyed way. CALLER ID read NEW YORK with the number beneath.
Despite not answering, not 'engaging' with these callers and not falling for any of their scams, we continue to get these kinds of calls daily; and have for years. Blocking only helps temporaritly; most of the scammers change their #s in a week or two and start over. My new tactic is to pick up and just listen; not say a thing. Ususally just robo-buzz 'silence' on the other end that is programmed to wait for a voice. When the robodialer gets 'nothing' it usually disconnects withing 10-15 seconds. I'd like to think I'm costing them a little bit of $$ and tying up their line for a few seconds so they can't be bothering someone else in the meantime. Its not much, but it a little bit of 'revenge' against these scumbag lowlifes, to give me a taste of satisfaction.
BTW, we've gotten OVER 200 calls from just THIS type of scam (Solar panels/swtich electric providers) alone since February 21, 2015.
Also, I know these calls come from India or Pakistan or some rathole-stan, but they are NUTS if they think most people would want to 'buy' anything from anyone in The Bronx!
