I did some research and found out that Arnold Katz was a photographer who passed away in 2012 in New York City. He still has a photography gallery. But that may not be the person that represents the prank call there are dozens of Arnold Katz in the New York City area . But this is definitely fraud .

Arnold Katz on caller ID...rep said that my computer wasn't updating any of it's programs...I asked what company he was from & he replied "Windows!" LOL - SCAM ALERT!!!!! Wanted me to perform an action on my computer in order to keep my computer from "crashing in a couple of days." HA, HA, HA..... Probably wanted to hack me!
The idiot told me he was from the IRS saying they are trying to collect a debit from me. I told the moron I am accountant and the IRS NEVER CALLS they only send letters and that I will report him!
