Who called from 9170000000

How are they getting our phone numbers?   I never answer and they never leave a message.

Received call today from that number, did not answer, did not leave a voice mail.
After reading posts, I tried to call the number.  Message says call cannot be completed as dialed.

Louisiana doesn't appreciate calla from this number. Can't someone make them cease and desist!

My boyfriend just got called from this number but the voice mail that was left was about loans and refinacncing
