Called my cell phone didnt answer and no voice mail.  Live in MN

They called my cell phone, answered, recorded message said "This is your credit card company...." then said that they could lower my interest rate to 6.9%, but I had to act right away, because it was my final notice."  

Did not ID which credit card company, so I just hung up.

Hung up when I answered

Called no message

Called my cell phone.  Since I didn't recognize the number, I declined the call.  I'm having this number blocked from calling my cell.
