You can report the number invite FCC website. Problem is the scanners do not use their own phone to scam. It's usually a spoofed phone number.

I got half a ring, then nothing

Called my cell. Didn't recognize the number so I rejected the call and blocked the number.

Rang once on my cell and hung up.

Rang one time and hung up before I even could tell it was a phone call it despite my phone being right next to me. Weird.
