I got this call on my cell Tue Apr 7, 8:56pm. I didnt answer. I hate spam calls, and I hate that they are calling cell phones and trying to use our minutes.
I checked it out on whitepages()com and they say:

This is a law enforcement agency, special victims unit. They are using spoofing technology to make the number look like it does on caller id. If you are receiving multiple such calls, you should presume that you are under investigation.
