Yes the area code 202 does exist. Spoofed numbers can display what ever the scammer wants. For you reading pleasure:

Same as others, no voicemail and they have called twice over last two days. I am guessing it might be a political dialer since 202 area code is in DC and it might respond if you are dumb enough to answer your phone with "hello".
