Caller says he is from the Criminal Investigation Department of the IRS. Says there are serious financial accusations made against me. I called back in the evening. Voice mail says it is the desk of Jason Fletcher. The voice on the original voicemail was obviously a non-native english speaker sounded like some Polish / East Block accent.

•If you don’t owe taxes, call and report the incident to the Treasury Inspector General for Tax Administration at 800-366-4484.
•You can also file a complaint with the Federal Trade Commission at FTC.gov. Add "IRS Telephone Scam" to the comments in your complaint.
All you can do is report them to the real IRS, FTC and also tell the caller you know they're scammers, you've reported them and they will not see a dime from you. The real IRS also doesn't operate like this - if you owe taxes or backtaxes and penalties, they mail you a letter asking you to either pay the balance in full or set up a payment plan.
