Just now I also got a call on the similar issue. The caller called me 4 times even though my insistence of not getting conversation with him. I wish some appropriate authorities should take care. My phone is on 'do not call list'.
A lot of these groups are criminal extortionists running of out India and Pakistan. Not much you can do except complain to authorities and maybe get a call-blocker. These people are terrorists and should be treated as such.
02/18/2014 I got a message the caller says he is from an Attorney from Criminal Investigation Department of the IRS,says there are serious financial accusations, tax fraud made against me. When i called back the voice mail says it is the desk of Jason Fletcher, Criminal Investigation Department of the IRS.He called me and told if i dont want to be charge nor go to court i have to pay $2,0000 in 45 mins or IRS will send an arrest warrant out for my arrest. This scammer needs to be in jail.I hope the FBI arrest him.

Another lying scammer hiding behind an untraceable magicJack number trying to scare you into paying right away without having a chance to verify his threats. Here's a link to a simple way to check for magicJack numbers:
www.phonevalidator.com
He could be calling from anywhere in the world, but he picked a 202 area code number for his magicJack because he wants you to think he is calling from the IRS.
