They offer to help you and ask for personal information up front.

If the IRS really wants to talk with you, first they will send a letter. Then take that to a verified tax attorney for advise. NEVER accept help over the phone from a cold call.
They are mostly going after Americans of immagrant background because these are the easiest to scare, and they fall for the scam.

Report the Calls to the real IRS here:
•report the incident to the Treasury Inspector General for Tax Administration at 800-366-4484.
•You can also file a complaint with the Federal Trade Commission at FTC.gov. Add "IRS Telephone Scam" to the comments in your complaint.
Do consider maybe getting a call blocking device or phone.. You can google them and many are around $60.00 or so.
These callers are hard core Indian scammer/extortionists and as such are beyond the reach fo US law enforcement. Call blocker is you best bet and do not pick up on calls you do not recognize.
