GE Bank is no longer named GE Bank but has changed their name to Synchrony. They do not call people with "pre-approved loans". This is a well known scam where they claim they need to to put money on a Green Dot Card, Vanilla Card, whatever to "prove " you can make the payments, for taxes (there is never a tax on a loan unless you fail to pay it as it is not considered income), wire transfer fees (there are never fees to transfer money from bank to bank in the US which is where this bank is actually located).
Once you put those "fees" onto those cards you will find that the money is no longer there, but you will certainly never see that "loan". You actually have a much better chance of seeing God before you see the money they promise you.
