Whoever or whatever is behind this scam using this phone number should be shut down immediately! Pretending to be the IRS and leaving a message on people's phone to scarring them in calling them back?
I'm sure you are right, but these people are hard core Indian scammer/extortionists located in India and as such beyond the reach of US law. Call blocker might help.
