There is a fairly common IRS or "tax scam" being practiced by scammers in both Canada and the USA.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.

Just got that call, I asked why they were calling instead of sending a letter by mail, he was being very rude, he said my husband had deficiencies in his last few years taxes. I told him we file together and I do not understand why he is calling just for him..he said do you know what deficiencies mean?? I told him, you are very rude , give me a number of your boss, he gave my " Dexter Cruz". I just googled the number and saw your post.. Sorry , the IRS would not notify by phone and definitely not with someone that can barely speak English!!!
Mine was an heavy indian accent. I will not call them back at the number but will play a prank on them from another location I encourage others to do the same.
These guys just called me also. Heavy Indian accent, Allen Blackmen told me a deputy was coming to get my husband if I didn't pay him. He was from the IRS and said there was something wrong with our taxes. Same as above pretty much. I had to call this number 202-506-8656 and ask for Aaron and he would give me more details. Called and told them I never received anything in the mail and I was disconnected. Called back again and it has been busy.
