I was left a message saying this person was from the IRS and if I didn't call back about money that I owed them I would be forcefully arrested and sent to jail for 8 months. I know other people who have gotten these types of scam phone calls. The caller ID showed the phone number and just said Washington DC in the title.
There is a fairly common IRS or "tax scam" being practiced by scammers in both Canada and the USA.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.

I know this is a scam, the IRS does not call and sentence you. Only a judge can. Also the caller ID showed the phone number and just said Washington DC in the title.
This phone number also contacted me. Was suspicious because they called the number for the address I used to live at which was never my phone number. My old landlord called me concerned and gave me the same info as everyone has posted above.
This is a magicJack number. The magicJack is being used to illegally disguise the caller's name and location. He may be anywhere in the world.
The IRS does not use magicJacks or make calls like the ones reported here.
