You are a bit crazy- lol - the US Government does not call citizens unless you owe a ton to the IRS and have provided your phone number on your tax return, but even then it would come up Internal Revenue Service on your phone and they would not ask for any personally identifiable information or expect you to confirm it to them over the phone. They would also have sent you a number of notices and a piece of registered mail about your debt first. This is scam of some sort, he just hasn't taken it far enough for us to figure out what he is doing yet. :) I blocked the number.
