This is a scam. Don't fall for someone that says they will give you a government loan if you pay money up front. Jacob got angry when I called him a scammer. They also called from 202-559-4622.
My sister almost fell for this scam. She asked to borrow $200 so that she could receive a government grant. I refused to loan her the money after I spoke with Jacob who hung up on me after I told him they were a bunch of scammers. They also had called her from 202-559-4622. People like this should be put in prison for trying to scam someone who is on disability.
