Pre-recorded message in Spanish. I gave up trying to parse it (it was too fast for my gringo ears)

The # called my cell NOV 02, 2015 @ 16:53, unknown number, I did not pick up, left no message.
I called the # today from my desk phone - no beep beep, just blank
Then I tried to call the # from my cell - pre-recorded message in Spanish, which I do not understand.

Just called. Ignored the called, left no message. Don't know anyone in DC.

Called and talked in spanish. Im not spanish, and i dont know anyone in washington.

Received call from # on Nov. 10 @ 12:51 PST. I answered and they hung up. No voice recording, nothing at all. Number added to my auto reject list.
