Who called from 2029994129

Calls and hangs up several times a day. I think they r looking for me to not being home.

Called 7/9/15 at 3:25 pm PDT. Caller ID showed "Cell Phone DC". My phone answered by Sentry robo call blocker which advises calling party we do not accept calls from telemarketers, to remove our number from their call list, or press 0 to leave message. No message left.  Am on Federal Do Not Call list with an unlisted phone number.

SCAMMER - uses multiple fake numbers.  Do not answer - block caller.

Called 7/15/15 at 3:26 pm. Caller ID showed "Cell Phone DC". Previously called a week ago.
My phone answered by Sentry robo call blocker which advises calling party we do not accept calls from telemarketers (obviously ignored), to remove our number from their call list (also ignored), or press 0 to leave message. No message left. If they are a solar panel company as suggested below, the aggressive marketing is because the local electricity provider will be penalized if they fail to get 30% of their customers to agree to such panels.
