I'm in Alaska but happened to have my Russian Beeline SIM card (purchased in St-Petersburg) in my cell phone to check for sms. My phone rang at 2:30 PM from this number twice but I didn't answer it as I think roaming charges would be enormous (I have 4300 rubles left on my SIM card). I think it might have been a Russian friend calling using a calling card. There were two calls, first one was "Unknown". I will report back when I find out more.
This number called my cell at 9:45 pm (isn't that legally too late for telemarketing?) and then my UNLISTED home phone number 5 minutes later. Caller ID said CCT, must be the Call Center Technologies listed in an above post.
This is a number used by VOIP (voice over internet protocol) for callers using services such as Vonage. This particular number shows up when a caller is using BroadVoice.com, which is a small adapter box you hook up to your cable internet connection and it lets you make calls unlimited all over the world for only $19 a month. Once it's hooked up, it plugs into a standard house phone (called an analog phone) and no one knows the difference because it behaves like a normal phone. So, it's possible someone you know is trying to call you and doesn't know they are using a VOIP phone system (calling from a friend's house or using a digital phone system provided by the phone company which is the exact same thing as VOIP except they are still charging you inflated rates when you can get it for free.)
