Calls originate in India and Pakistan. They spoof local area codes. They spoof area codes for Washington State and Washington DC because they don't know the difference between the two. They just think that people will think that they are calling from the government somehow. Simply ignore and block the calls. Might be better to simply block the entire area codes.

Call blocker might be of some help. Also don't pick up on numbers you do not recognize, or where there are caller IDs that seem odd. Or where there is no caller ID. There’s no way to stop the calls from being initiated. Callers are located in India and Pakistan and spoof local numbers. I'm 74 and I get those calls about twice a month. They tend to pick on women, single mothers, the elderly and members of the immigrant community. Ignore and block.
