random number that called when I answered nobody responded just silence

I tried to call it back but the number was no longer in service yet they called me again 2 hours later so I tried to call back again and it said out of service just seems fishy. How can they keep calling me if it's out of service?

A person who spoke poor english kept asking for a name I don't know, when I advised that they were calling a business phone (my cell phone for work) they apologized and hung up.
