Same thing as the others on this thread, Alex Ferguson, Indian accent, does not mention who the call is for. Just making threats about federal offense. Can't understand the whole conversation. Saved message.
Calls from Alex Ferguson (with thick Indian accent), claims he is from US Treasury. Total scam. It appears they are calling from California - 209-730-6575. I live in Michigan. Don't know it they are targeting an area or just making random calls.
Please report it to the FTC. Link is below. It only took me a couple of minutes.

Same as above, a recorded message from "Alex Ferguson". I didn't return the call, but some poor soul who really is in tax trouble may wind up sending the crooks a lot of money.
Go to http://www.tigta.gov, and click the red button to report the scam.
I was not at home. When returned, I checked the message of my land line and got a call from a guy identified himself Alex Ferguson. The message said he was directed to call us. If we don't return call, there will be a criminal case to us that we will encounter jurisdicial hearing.
My friend's husband got the a call from a guy with whatever name identified himself calling from IRS accusing them owing IRS $2,500 for the previous years' tax short of pay. My friend's husband was rushing for a business trip and just paid by phone to settle this amount to the a/c # instructed by the caller. Then he called my friend the next day about it. It was too late to report to the police as this a/c was closed right in that morning.
From now on, I will not answer phones but check the recording even I'm at home. These people are crazy.
