multiple calls a day never leaves a message and can't call them back

This morning, around 10:00 A.M., as I was driving on the 2 South Freeway to Downtown Los Angeles, I received a call from a woman representing the U.S. Federal Grant.  I suspected it was Spam, and a Fraud, so I hung up the phone call without responding.  The woman was speaking with a strong accent.
