I am also a Canadian who keeps getting this call on my Telus cell phone. There is a site put up by the Canadian Government called Fraud Busters - http://www.antifraudcentre-centreantifraude.ca/english/recognizeit.html - that describes the various types of Scams to watch out for. This type of call is called a Dead Air Call, which is used to determine when you might be available for other telemarketers to call. Currently the phone companies will not block these unless you have some kind of personal blocking feature available.
If you don't, the next best thing is, if you have call display, is simply never answer.
Certainly this knid of thing is outrageous, but governments and police have other priotities and phone companies are more focused on making money. Maybe if enough people complained to thier phone companies and to government, they might slowly be persuaded to take some action.
I'm from Canada and have been receiving calls from the same number, I called it back on a landline and the response was I cannot call through to hang up and try again, so I blocked it with my Extreme Call Blocker app for my Samsung Dynasty, I believe if you own an I phone you can download the free app as well.
Many calls of the type you recieved are simply trying to determine if yopur phone number is a working number and what time you answered the caall. They then add you to their distribution list which they offer for sale to others who wich to reach the numbers lited for their own marketing purposes
Good idea Jodi, G. I've had a total of 5 calls from this number since Sept. 23 to my cell phone. I too am in Canada. The most recent one came today. I tried to text back asking "who are you and what do you want?" but got a text back saying the message "couldn't be delivered". I tried to call it (from a land line) and the "call cannot be completed as dialed". If I could figure out how to set that number not to ring, I'd do it!
